CECC HANDBOOK

Updated January 17, 2008

The Community Emergency Communication Committee (CECC) has developed the  CECC Handbook to provide a collaborative approach to quick, clear, and consistent communication between Industry, Responsible Agencies, and their Communities at the beginning, during, and following industrial and other significant events.

Responsible Agencies include city and county offices of emergency management, police/fire dispatch offices, and other agency officials that are responsible for activating community warning systems and communicating with the public.

For more information about the CECC project, click here.

If you have any questions about the CECC Handbook, please contact CECC Chair Mark Gaddy with LyondellBasell in La Porte at 713-336-5475.

EMERGENCY NOTIFICATION DIRECTORY

The Emergency Notification Directory contains unlisted phone and fax numbers to city/county EOC's and police/fire dispatch centers needed for emergency notification, so the Directory is a confidential document that may only be downloaded and used by authorized Industry and Responsible Agency officials.

EHCMA member plants can download the current Emergency Notification Directory from the password-protected EHCMA "Members Only" website.  If you have forgotten your password, contact EHCMA's Carol Harman at 281-334-9091 during regular business hours.

City/county Emergency Management Coordinators and LEPC Chairs will be e-mailed the current Emergency Notification Directory whenever it is updated.

City/county Emergency Management Coordinators, LEPC Chairs, and plants that are not EHCMA members can also request an Emergency Notification Directory be e-mailed to them by calling EHCMA webmaster Chuck Wolf at 281-980-1400.

HOW TO DOWNLOAD CECC HANDBOOK DOCUMENTS AND TEMPLATES

Click on the file name of the document or template that you want to download.  The latest available versions of each file are posted.  The last 6 digits of the file name list the Month-Day-Year that the file was revised.  Please delete any previous versions stored on your computer.

To assemble an entire CECC Handbook, you will need to download the CECC Handbook, Emergency Notification Directory, Industry Notification Flow Chart, and the three Event Report templates.

You must have Microsoft Word for Windows ® on your computer to view or print the CECC Handbook or to use the Event Report templates.  You must have MIcrosoft PowerPoint ® on your computer to view or print the Industry Communication Flow Chart.

After the document or template opens, click on "File" on your tool bar, then click on "Save As", and browse to the directory and folder on your computer where you want to store the document or template, such as on your Desktop or in a folder that's easy to find during an emergency.  Click on "Save" to store the document or template.

To print the document or template, click on "File" on your tool bar, then click on "Print", select your printer and number of copies, then click on "OK".

Pages 1, 6, 7, 9, 10, 17, and 34 of the CECC Handbook contain full-color graphics or text, so these pages look better when printed on a color printer.
